Israel:
the partnership nobody reported

The distinction this page enforces throughout.

“Israeli officials and intelligence-linked companies” is a documented, specific subject. It concerns named individuals, named firms, dated transactions and identifiable technology.

“A Jewish conspiracy” is a fabrication with no evidentiary content, and this site treats it as such. The two are constantly conflated, and the conflation serves the people with something to explain.

Why the real story went uncovered. FAIR’s media analysis found that after 100,000+ hacked Barak emails were published in May 2025, the investigations were carried almost entirely by independent outlets — Drop Site, Reason, All-Source Intelligence, DeClassified UK — while corporate media largely looked away.

A subject surrounded by unverifiable claims becomes a subject careful journalists avoid. That is the same dynamic documented on this site in Ukraine and on the Rothschild page.

And one more caution, applied throughout. The single largest body of evidence here comes from a hack by a group with reported ties to the Iranian government. Section 01 sets out exactly what that means for reliability.

In October 2024 a hacking group called Handala released more than 100,000 emails from the inbox of Ehud Barak, Prime Minister of Israel from 1999 to 2001 and Defence Minister from 2007 to 2013.

The cache was published by Distributed Denial of Secrets in May 2025, on a file-sharing platform for verified journalists and researchers.

Who Handala are. A group named for a Palestinian cartoon character, which has conducted a series of cyberattacks on Israeli officials and facilities. The Committee to Protect Journalists has reported ties to the Iranian government.

The reliability problem, stated plainly. The emails were posted without technical metadata or cryptographic signatures that would allow their authenticity to be independently verified.

An adversarial state actor releasing a selectively chosen archive about a hostile country’s former leader is, on its face, the least trustworthy sourcing situation on this entire site.

The countervailing evidence. Reason’s examination found the cache contains dozens of images, videos, voice recordings and scanned documents from Barak and his family never published anywhere else — and, critically, information that was not publicly known at the time of the leak, including a reference to Epstein’s birthday book.

The birthday book only surfaced publicly later. A forger in 2024 could not have known to include it.

How this site handles it. The Handala material is treated as strongly indicative but not independently verified. Where a claim rests on it alone, that is stated. Where it is corroborated by the DOJ release or corporate filings, that is stated too.

The relationship documented in the leak is not occasional contact. It is a working partnership.

Drop Site’s investigation found that between 2013 and 2016 the two men conducted “intimate, oftentimes daily correspondence,” discussing political and business strategy while Epstein coordinated meetings for Barak with other members of his elite circles.

The visits. The Wall Street Journal has reported Barak visiting Epstein’s properties more than 30 times. The leak includes a photograph of Barak and his wife Nili Priel dining at Epstein’s Manhattan mansion on 26 September 2015 — seven years after the conviction.

The line that defines the relationship. Drop Site’s characterisation:

“Epstein was an invaluable resource for Israel’s former prime minister … even advising him on how to engage with the Mossad.”

Read that carefully, because it cuts against the usual telling. It does not describe Epstein working for Israeli intelligence. It describes a former prime minister taking advice from Epstein about how to handle his own country’s intelligence service.

That is a relationship in the opposite direction to the one usually alleged — and, on the documentary record, better supported.

Epstein’s own account of what he was doing. In a 2015 email to Barak he described his personal interest as “the intersection between the business, military, and intelligence worlds.”

Barak acknowledges visiting Epstein, maintains he never observed inappropriate behaviour, and has not been charged with any offence.

The most concrete documented item in the Israel file, and the one corroborated outside the leak.

In 2015 Epstein invested alongside Barak in Reporty Homeland Security, later renamed Carbyne — a Tel Aviv emergency-call technology company.

What Carbyne does. It replaces conventional 911/emergency dispatch with a system that can access a caller’s smartphone — precise location, live video, device data — at the moment of a call.

Its origins. The company was built by veterans of Unit 8200, Israel’s signals intelligence corps — the equivalent of the NSA, and the source of a large share of Israel’s surveillance-technology industry.

Barak chaired it. Epstein was an investor and, per the correspondence, an active one — the emails show the two men hammering out the investment terms.

Why this is the important item. Everything else in the Israel file is conversation. This is a convicted sex offender taking an equity position in a company whose product sits inside the emergency infrastructure of cities, built by veterans of a foreign signals-intelligence unit, chaired by that country’s former prime minister and defence minister.

And it was sold onward. Carbyne has been adopted by emergency services in the United States and elsewhere, and has attracted US investors.

No allegation of wrongdoing has been established against Carbyne, and the company has no documented connection to Epstein’s crimes.

Epstein was not only investing in surveillance. He was brokering between its Israeli and American poles.

May 2014. While he and Barak were negotiating the Reporty investment, Epstein invited Barak to a meeting with Peter Thiel — co-founder of PayPal and of Palantir, the US government’s most significant private surveillance and data-analysis contractor.

And he recommended Palantir onward. Reporting on the leak indicates Epstein recommended Palantir to Barak and to the Israeli government.

What that describes. A private individual positioning himself between the Israeli defence establishment and the American surveillance industry, in both directions, as an unpaid-of-record intermediary.

The Thiel relationship recurs elsewhere in the archive. In September 2014 Epstein introduced William Burns — then US Deputy Secretary of State, later CIA Director — to Thiel. In June 2015 he told Thiel he had been spending “a great deal of time” with his China advisers.

The Russian dimension. The Barak correspondence also covers Russian figures — Viktor Vekselberg and Sergei Belyakov — with Epstein offering sanctions advice and pitching Putin meetings.

Belyakov is the former Russian deputy economic development minister, reportedly FSB-linked, who is documented on the Russia page collecting information on a woman at Epstein’s request in 2015.

This has since been overtaken by the DOJ release, and the record is now much fuller. Per Forbes’ review of the archive, Epstein exchanged scores of emails with Thiel dating from 2014 and the two met for meals at least eight times through 2017, with repeated invitations to the island. Barak described Thiel and Epstein as “owners” of a Thiel-controlled venture fund; Thiel’s spokesman denied joint ownership but confirmed Epstein was a limited partner. A February 2013 recording has Epstein telling Barak: “he has a company called Palantir… so he thought that Peter would put you on the board of Palantir.” In December 2016 Epstein’s accountant Richard Kahn relayed that a hedge fund manager could obtain him Palantir shares at what “seems like” a 50 percent discount. Thiel has not been accused of any wrongdoing, and no Epstein holding in Palantir is established — he sought shares and promoted the company; that is what the record shows.

Where Pegasus fits

Paragon is not NSO Group, and the distinction matters. NSO’s Pegasus is the better-known product — a zero-click tool that extracts messages, contacts, photos and video without the target clicking anything, and can turn a phone into a tracking and recording device. Citizen Lab reports it licensed to roughly 45 governments.

What the two firms share is a personnel pipeline. Both are run by veterans of Unit 8200. The expertise originates in the same intelligence units, and personnel move directly from state security into private companies.

The documented Palestinian cases. In 2021, Front Line Defenders found Pegasus on the phones of six Palestinian human rights defenders — from Al-Haq, Addameer and Defense for Children International-Palestine, organisations documenting alleged war crimes and pursuing accountability under international law.

And the United States wanted the capability throughout. After the Biden administration blacklisted NSO in November 2021, the US defence contractor L3Harris pursued a purchase — telling counterparts that American intelligence officials quietly supported the plan. The White House said it was outraged when the talks leaked.

The Paragon route achieved what the L3Harris route could not. A firm founded by Israeli intelligence veterans became American-owned, and the restriction that had frozen its federal contract stopped applying.

Epstein has no documented interest in Paragon or Toka. He died the year Paragon was founded, and his money is documented only in Carbyne. Barak has not been charged with any offence in connection with any of this.

The Israeli thread does not stay in Israel. It is the supply end of the Africa file.

Working with Barak and Amos Ze’evi-Farkash — former head of AMAN, Israeli military intelligence — Epstein brokered surveillance capability to African governments.

Côte d’Ivoire. A documented chain, 2013–14, leading to a national surveillance centre. Israel and Côte d’Ivoire signed a security cooperation agreement in 2014.

Nigeria. Barak-linked surveillance equipment contracts documented between 2014 and 2019.

Libya. In 2011, former MI6 and Mossad agents were engaged over the recovery of frozen Libyan assets.

Why this is the most consequential thing in the file. Everything else on this page concerns money and access. This concerns capability — what a state can do to the people living in it.

A national surveillance centre does not expire when a government changes. It is still there.

The vendors’ position. Israeli officials have denied the characterisations of these arrangements. No prosecution has followed anywhere, and no export licence has been publicly reviewed.

The FBI memo. In October 2020 the Bureau’s Los Angeles field office produced a memo recording that a confidential human source claimed Epstein “was a co-opted Mossad agent” and had been “trained as a spy” under Barak, relaying information via Alan Dershowitz.

What that document is, precisely. A source’s report, not a bureau finding. It appears once in the files, within a report on foreign election influence, and lacks any official corroboration.

The Ben-Menashe claims. Former Israeli intelligence officer Ari Ben-Menashe has asserted in interviews and books that Epstein and Ghislaine Maxwell operated for Mossad from the 1980s, using blackmail — echoing what has long been reported about Maxwell’s father, Robert Maxwell, until his death in 1991.

The Israeli denials. Former Prime Minister Naftali Bennett called the allegations “unfounded” and part of a “smear campaign.” Benjamin Netanyahu stated that Barak’s personal ties do not imply state espionage.

The political escalation. In July 2026, Vice President JD Vance said on a podcast that Epstein was connected to elements of the Israeli “deep state.” He offered no evidence, and the statement is an assertion by a serving official rather than a finding.

The disciplined position. There are competing single-source intelligence claims in this archive — the November 2017 report calling him Putin’s wealth manager, and this one. They contradict each other, and neither has been substantiated. That is itself informative about the reliability of such tips.

One financial thread connects Epstein’s principal client to Barak directly, and it was litigated in Israel.

Between 2004 and 2006, Barak received $2.3 million from the Wexner Foundation — the philanthropic vehicle of Leslie Wexner, the client from whom roughly $200 million of Epstein’s fee income derived, and through which Epstein had built much of his philanthropic network before the 2008 plea.

The challenge. In 2020, Israel’s Likud party petitioned for a criminal probe into the payments.

The outcome. The court rejected the petition. The foundation’s attorney asserted that Epstein had no involvement in approving the payments.

Why it belongs on this page anyway. Not as an allegation — it was tested and dismissed — but because it establishes the shape of the network.

The money that made Epstein wealthy, the foundation that made him respectable, and the Israeli politician who became his closest documented partner are all connected through one philanthropic structure.

The caution. This is precisely the territory where documented finance shades into unsupported inference. Some outlets have extended it into claims about a co-ordinated network of Jewish businessmen. This site does not adopt that framing: it is not supported by the documents, and it is a recognisable antisemitic construction.
