Russia:
five years of asking, and no answer

What the files establish. Epstein spent at least five years, from 2013 to 2018, working every intermediary he had to secure a meeting with Vladimir Putin. He asked Thorbjørn Jagland repeatedly. He tried to route a message to Russia's foreign minister. He sought a Russian visa.

There is no confirmed evidence that any meeting ever took place.

The Kremlin's own account. Spokesman Dmitry Peskov said the Kremlin had never received a request from Epstein to meet Putin.

That is a strange fact if he was Putin's wealth manager. A man managing a head of state's money does not spend five years begging Norwegian diplomats for an introduction to him.

But the counter-reading is also available. An asset would not necessarily have direct access to the principal. Intelligence relationships run through handlers, not presidents. And an operation designed to collect compromising material on Western elites would look, from the outside, exactly like a rich man collecting Western elites.

Which is why this file is genuinely unresolved — and why a NATO government has opened a formal inquiry rather than dismissing it.

The disciplined position. Three things are documented: a persistent, unsuccessful courtship; an FSB-linked official performing a service for him; and an FBI source making an extraordinary claim that has never been corroborated.

None of them proves an intelligence relationship. All of them are reasons a serious government would look.

The figures circulating are mention counts, not page counts, and different outlets report different totals depending on what they searched.

• The Moscow Times: "Russia" appears 5,553 times; Putin at least 1,005 times.
• The Kyiv Independent: Russia 5,876 times; Putin 1,055 times.

Higher figures in circulation generally count pages containing a term rather than occurrences of it — a much looser measure, and the reason totals vary by a factor of several.

What the mentions actually are. The Moscow Times is explicit, and it is the most important qualifier on this page:

Most of Putin's 1,005+ mentions come from news reports sent to Epstein's inbox.

Epstein subscribed to news digests. Between 2013 and 2019, Putin was in the news constantly — Crimea, MH17, Syria, the 2016 US election, Salisbury. Every one of those digests is a "Putin mention."

The residue. Others appear in emails in which Epstein discussed attempts to arrange a meeting with the Russian leader. That set is small, specific, and is what this report documents.

The fact-check assessment of the high-level Russian material is worth quoting as the frame for everything below: the documents largely show outreach efforts, name-drops, and reported conversations rather than direct evidence tying those high-level Russians to Epstein's criminal conduct.

The Bill Gates dinner invitation is the clearest illustration of Epstein's method anywhere in the files. He is not offering Putin anything. He is offering the presence of Bill Gates — using one collected name as bait for another.

It is the same mechanism as the China file, where Andrew's proximity to Xi was the currency, and the same as Africa, where a former Israeli defence minister was the introduction.

The MH17 exchange is the most revealing. Malaysia Airlines Flight 17 was shot down over eastern Ukraine on 17 July 2014, killing all 283 people aboard. A UN body later ruled Russia responsible; the Kremlin has always denied it.

Three days later, told that a mutual contact could not be persuaded to join a Putin meeting, Epstein replied: "Bad idea now after plane crash."

Not a moral reaction. A scheduling one. The downing of a civilian airliner registered with him as a public-relations complication affecting the timing of a meeting he wanted.

The St Petersburg cancellation reveals something else: sufficient standing to cancel on Putin, and sufficient self-regard to demand "real time and privacy."

Whether that meeting was ever actually scheduled by the Russian side is not established, and the Kremlin says no request was ever received.

This is the document driving the entire international debate, and it is one sentence long.

An FBI report dated November 27, 2017, marked SECRET, based on a confidential human source, states that Epstein:

"was President Vladimir Putin's wealth manager and provided similar services to President of Zimbabwe Robert Mugabe."

Read the second half of that sentence. It is the key to the whole question, and it is almost universally omitted from coverage.

The same single source, in the same tip, made the same claim about two different heads of state on two different continents.

Why that matters enormously. This site already documents the Mugabe half — on the Zimbabwe page, where it is treated as an unverified FBI tip and clearly labelled as such, because nothing corroborates it.

Consistency requires treating the Putin half identically. A source whose Zimbabwe claim we regard as unverified does not become reliable on Russia because Russia is more newsworthy.

What the document does establish. Not that Epstein managed Putin's money — but that the FBI received and recorded that allegation in 2017, marked it SECRET, and that it sat in the file while he was under investigation.

That is a real fact with real implications for what US authorities knew and when. It is not evidence of the underlying claim.

This is the most concrete Russian item in the files — not a claim about Epstein, but a documented service performed for him by a former Russian official.

Sergei Belyakov is a former Deputy Minister of Economic Development of the Russian Federation, with reported links to the FSB, Russia's principal intelligence service.

What happened. In 2015, Epstein reached out to Belyakov for advice about what he described as an attempt to blackmail a group of "powerful" businessmen in New York.

What Belyakov did. Per the documents, he collected information on a woman to pass on to Epstein.

Why this is different from everything else on this page. The Putin approaches are Epstein asking and being ignored. The wealth manager line is an unverified tip. This is an actual transaction: a former Russian government official with intelligence-service links conducting research on a private individual at the request of a convicted American sex offender.

The direction of the favour is also notable. Everywhere else in the Russian file, Epstein is the supplicant. Here, someone in Moscow's orbit does something for him.

What it does not establish. That Belyakov acted on behalf of the FSB, that Russian intelligence directed the request, or that Epstein was an asset. A former official with a private consultancy doing due diligence for a wealthy contact is an entirely ordinary transaction in that world.

But it is the one documented instance of the Russian side doing something for Epstein, and it involves the collection of information on a named woman.

The most politically charged item in the Russian file, and one that Epstein made about himself.

In the released correspondence, Epstein claimed he gave Russians insight into Donald Trump — through Vitaly Churkin, Russia's then-Ambassador to the United Nations, who died in 2017.

The files also show Epstein offering to provide the Kremlin with insight on how to deal with Trump.

And separately: a previous release established that Epstein and Jagland discussed Russia and Trump in 2018.

How to weigh this. These are Epstein's own claims about his own value. The consistent pattern across every file on this site is that he overstated his access in every direction — to Beijing, to Riyadh, to Western institutions, and now to Moscow.

A man who spent five years failing to get a Putin meeting claiming to be Moscow's Trump analyst is entirely consistent with a man who claimed to broker Chinese introductions through a prince who had left office.

What it establishes regardless. That Epstein was positioning himself as an intermediary between the Kremlin and a US president, in writing, and that he thought this was a marketable service.

The Russian commentary. Columnist Sergei Parkhomenko told the Kyiv Independent: "This reminds me of the famous investigation into the ties between the Trump administration and Russia after the first election."

No evidence has been published that any such insight was delivered, acted upon, or received.

February 3, 2026. Polish Prime Minister Donald Tusk became the first head of government anywhere to formally act on the Russia question, announcing a dedicated team to investigate whether Epstein had links to Russian intelligence and what the consequences were for Poland.

His statement to a cabinet meeting:

"More and more leads, more and more information, and more and more commentary in the global press all relate to the suspicion that this unprecedented paedophilia scandal was co-organised by Russian intelligence services… I don't need to tell you how serious the increasingly likely possibility… is for the security of the Polish state. This can only mean that they also possess compromising materials against many leaders still active today."

The critical caveat, from Reuters: Tusk gave no evidence for his assertions.

And the domestic politics. Poland's opposition PiS reacted with scepticism, arguing Tusk wished to pursue anything that might embarrass President Trump — whom Tusk had called a "Russian asset" in 2023 — and that he was interfering in US politics.

This site notes that objection. An investigation announced by a politician with an evident interest in its conclusion is still an investigation, but its announcement is not a finding.

The Kremlin's response. Asked about Tusk's remarks and the Western reporting, spokesman Dmitry Peskov said:

"I would like to joke about such versions, but let's not waste our time."

Peskov separately stated the Kremlin had never received a request from Epstein to meet Putin.

Moscow's counter-framing. Foreign Ministry spokeswoman Maria Zakharova presented the files as evidence of Western hypocrisy — remarking that the people exposed were the Western figures who had lectured Russia about democracy and human rights.
